COMMUNITY OUTREACH

About the Community Outreach Program: The Kansas City FBI Community Outreach Program mission is to provide a comprehensive program that deals with multiple interrelated societal problems, including terrorism, civil rights, gangs and drugs, and other crimes in support of the FBI's investigative mission. The strategy of this program focuses its efforts in three general areas: Communities, the workplace and schools. The FBI works in cooperation with other federal, state and local agencies who are striving to provide healthier lifestyles for our communities' youth. The FBI realizes that if law enforcement is to truly contribute to our nation's fight against crime, drugs, gangs and violence we must formulate partnerships with the communities we are sworn to serve and protect. Through the Kansas City FBI Community Outreach numerous programs are implemented. These programs include but are not limited to: The Kansas City FBI Citizens' Academy; The Kansas City Youth Leadership Academy; The Jr. Special Agents Program; The Director's Community Leadership Award; Community Relations Executive Seminar Training; The Kansas City FBI Civil Rights Advisory Board; and School Presentations.

The Kansas City FBI Citizen's Academy's goal is to enable the FBI to reach out to business, civic, religious and community leaders and provide for them an inside look at the FBI. The objective is to increase public awareness about the FBI, its mission, its activities, and its people; To provide an avenue for the FBI to hear and respond to community issues and concerns; and To strengthen relationships and improve understanding between the FBI and the communities it serves. The Academy is a stimulating eight-week (10-session) program in which personations and hands-on activities are provided regarding the FBI priorities and programs. Topics include, Terrorism, Violent Crimes, White Collar Crimes, Cyber Crimes, Legal Issues, Employment opportunities, Evidence Recovery and SWAT, Firearms safety and the deadly force policy.

The Kansas City FBI Citizens' Academy has been operational since April of 1999. Each class consists of approximately 25 students. Participants of the Academy are chosen by the Special Agent in Charge of their local FBI field office. Candidates may be nominated by FBI employees, Citizens' Academy Alumni or self nomination. The program is hosted in Kansas City once to twice yearly.

The Kansas City FBI Youth Leadership Academy is a program similar in nature to the Citizens' Academy. The program, which is one day in duration, is hosted during the summer and is targeted at juniors and seniors in high school. The Academy's goal is to reach high school age students and provide for them an inside look at the FBI in an efforts to assist these youths in making certain life decisions and increase awareness about the FBI. The academy provides a tour of the FBI office building and briefings on topics which include, terrorism, violent crimes, white collar crime, cyber crimes, employment and internship information. Additionally, the participants generally receive a tour of the area Regional Computer Forensic laboratory. The participants will get to experience hands-on exercises which include evidence recovery, Firearms Safety and SWAT demonstrations.

The Kansas City FBI Jr. Special Agent Program is focused on grade school students at an area school. The program consists of 16 one-hour sessions and provides for the specific grade level chosen, presentations regarding internet safety, saying no to drugs, life decisions, responsibilities, as well as, topics about the FBI programs and future employment opportunities.

The FBI publicly recognizes the achievements of individuals/organizations within the area of drug and/or violence education/prevention by presenting them with the Director's Community Leadership Award. One individual or organization is selected whose achievements in the terrorism, crime, drug, gang, or violence prevention/education field has had exemplary impact on the community.

The Community Relations Executive Seminar Training (CREST) Program is a course designed to provide an overview of the FBI and Department of Justice policies and procedures to communites, organizations, associations and groups. The CREST is a program coordinated by the FBI that is topic driven. The organization requesting the training will select the topic that best suits the audience and it will be customized for that organization. The training is approximately eight hours in duration and can be conducted over a one day to three week period.

The Kansas City Citizens' Civil Rights Advisory Committee was formed in July of 2002 to assemble contacts in the minority communities to assist the FBI in identifying possible Civil Rights violations warranting FBI investigation.

The mission of the KCCRAC is as follows: 1. Assist and identify possible federal criminal civil rights violations; 2. Educate the members regarding the FBI/United States Attorney's Office's role in civil rights investigations and prosecutions; 3. Identify pertinent civil rights issues/concerns in the community that warrant the group's attention; 4. Provide continuing education on timely civil rights topics; 5. Attempt to foster a better understanding of the FBI's role in civil rights matters within the minority community in order to develop a greater level of trust and support; and 6. Conduct an annual civil rights public forum.

The KCCRCAC meets on a quarterly basis, with more frequent contact made throughout the year with committee members.

The Kansas City Field Office serves the entire state of Kansas as well as Western District of Missouri. The headquarters office for our division is located in downtown, Kansas City, Missouri. We have satellite offices which are referred to Resident Agencies throught the territory.
